The only crime that Dr. Brailovsky may be guilty of is that he had the courage to stand up to his moral convictions in a Soviet State where he has been the recipient of numerous injustices. I would have hoped that by now the Soviets could have taken into consideration the international appeals being made on behalf of this noted scholar and allowed him to emigrate to Israel with his family. Instead. they have decided to pursue a course that places them in direct violation of the Final Act of the Conference on Security and Cooperation in Europe. the Universal Declaration of Human Rights. and the International Covenant on Civil and Political Rights. Once again. I am reminded of the Soviet failure to honor International obligations which they voluntarily signed. I know that Viktor Brailovsky is not deserving of such inhumane treatment and am convinced that his only crime revolved around his role as editor of the unofficial journal. "Jews in the U.S.S.R." and as a leading Jewish emigration activist. While I realize the So. viets detest interference in what they consider their own internal affairs. they must be made to realize that certain truths transcend territorial boundaries and demand an international outcry.
