Mr. Speaker. today we commemorate an event which brought great sadness to those of us concerned with human rights around the world: The fifth anniversary of the arrest of Anatoly Shcharansky. Shcharansky. a Soviet Jew who was denied the right to emigrate to Join his wife in Israel. was imprisoned for his work to improve the human rights situation in the Soviet Union. Since last November. Mr. Shcharansky has been held in the Chistopol Prison. 550 miles east of Moscow. He will remain there for 3 years and will then be returned to the labor camp where he served the first 3 years of his 12year term.
