Mr. President. on behalf of myself and Senator BoSCHWITZ. I introduced on March 2. a joint resolution urging the President to instruct the American delegation to the current meeting of the United Nations Commission on Human Rights to call upon the Soviet Union to respect the rights of its citizens to practice their religion and to emigrate. to stop the harassments. arrests. and trials of Soviet Jews. and to stop the assaults on Jewish selfstudy groups. 27 Senators have joined Senator BOSCHWITZ and me in cosponsoring this resolution. I am pleased to say that this resolution. which is before the Senate today for consideration. has been passed by the House and unanimously approved by the Foreign Relations Committee. As a party to the United Nations Charter and various international convenants on human rights. and as a signatory of the Helsinki accords. the Soviet Union has pledged respect for human rights and fundamental freedoms and has accepted political and legal obligations in these areas.
