Mr. Speaker. last July. I called to the attention of the Members of the House the plight of Benjamin Livshitz. a refusenik in the Soviet Union. Today. I am compelled to once more voice my concern for the fate of Mr. Livshitz. Since 1971. Mr. Livshitz and his wife have been denied the right to emigrate to Israel. These repeated denials by the Soviet Government are based on the excuse of Mr. Livshitz access in 1948 to sensitive material. as a colonel in the Soviet military. And Benjamin Livshitz is not alone. More Jewish activists have been persecuted in the past year in the Soviet Union than during the last several years combined.
