I am once again honored to take part in the Congressional Vigil for Soviet Jews. While progress has been made to help ease the plight of these politically oppressed citizens. a great deal more needs to be done to insure that the denial of their basic human rights does not continue unabated. In fact. recent emigration figures reveal that the number of Soviet Jews allowed to emigrate during 1981 has slowed to a trickle. Today. let us focus on the case of Stanislav Zubko. a longtime Kiev refusenik. and my adopted "Prisoner of Conscience." On May 16. 1981. the Kiev KGB entered Zubkos apartment on the pretext of investigating a robbery next door. Once inside. authorities allegedly confiscated hashish and a firearm. and more significantly. a Hebrew book.
