It is abundantly clear to me that this is a bipartisan issue that cuts across all religious and ideological beliefsand includes conservatives. moderates. and liberals. Mr. Speaker. the rights of individuals to practice their religion and emigrate freely are fundamental principles that should be respected by all governments. In light of the Soviet Unions agreement to the Helsinki Final Act. the U.N. Declaration of Human Rights and other human rights accords. it is tragic. unnecessary. and morally wrong that they have reneged on their word to respect religious freedom and emigration rights. This past January. I had the opportunity to travel to the Soviet Union and while there met with many Jewish refuseniks and other religious activists.
