Fifth. nonresident aliens who are receiving their benefits as a payback of their contributions will receive their benefits according to the established rules of eligibility as determined by social security. Sixth. all US. citizens and nationals. at home or abroad. and all resident aliens are not affected by the enactment of this bill. Social security is intended to take care of persons living in America. At this time of a failing social security system. we cannot allow social security to continue as a worldwide pension system for noncitizens no longer living in this country.
