Since then I have repeatedly urged action to remedy this inequity. Congress explicitly sanctioned such action when it enacted the Taiwan Relations Act. Section 4(b) (6) of this Act (P.L. 968) provides that "Taiwan may be treated in the manner specified in the first sentence of section 202(b)" of the Immigration and Nationality Act which relates to the annual numerical limitation on immigrant visas to other countries. Regrettably. the administration has viewed this provision as an "option"which it has refused to take. I have strongly urged the Department of State to take the administrative action clearly permitted by the Taiwan Relations Act and to grant Taiwan the same visa numbers others haveand which it had prior to 1978.
