Mr. Speaker. I have for many years been an admirer of Dr. Garrett Hardin. He is professor emeritus of human ecology at the University of California at Santa Barbara. and chairman of the board of the Environmental Fund in Washington. His writings on the subject of illegal immigration into the United States have provided. in my opinion. a beacon light of reason in an otherwise murky and troublesome area. Recently Newsweek published an essay of Dr. Hardins on the subject of the United States relationship with poor or underdeveloped nations.
