But today. Vladimir Tsukerman is in prison. sentenced to 3 years in a labor camp for "disturbing public order." The Soviet Union. as everyone knows. was a signatory of the Helsinki accords. Yet here. once more. they have broken the spirit of those accords. Vladimir Tsukerman was denied a visa because he served in the navy. But he was discharged in 1975. He knew no state secrets. He did not seek to violate any element of Soviet security. Vladimir Tsukerman sought simply to join with his family in leaving a land where he was not welcome. and moving to one where he and his family would be free from persecution.
