Mr. speaker. I rise today. as I have in the past. to speak out against the persecution of Jews in the Soviet Union who seek to emigrate to Israel. The case of Vladimir Tsukerman. like the cases of so many Soviet Jews. is a story of harsh and unjust treatment. of callous disregard for the rights of Soviet Jews. and of distressing disrespect for a familys need to be together. Because he wanted to join his familywho had emigrated to Israelbecause he had exhausted every means at his disposal to seek emigration. Vladimir Tsukerman staged a peaceful protest against the authorities. He broke no law. committed no crime. and hurt no one.
