Mr. Speaker. I take this opportunity to urge the Congress and the Reagan administration to take prompt. forceful. adequate measures to relieve the desperate plight of our neighbors in the Republic of Haiti. It is not enough to call. as the administration has called. for the prevention of illegal immigration into the United States. Haiti is the poorest country in the Western Hemisphere. the only Latin American country that is listed by the United Nations as 1 of the 30 least developed countries in the world. With a population of 5.5 million. it has a per capita GNP of $260.
