I do not think that is the issue. I am concerned that the administration is proposing a 12percent reduction in the budget which may reduce the number of inspectors general to do this job. but that is a different issue. I would like. if I may. through my friend from Pennsyvania. to ask the gentleman from Missouri about the provision here. because it seems to me that this amendment as it is written gives an inspector general of the Department of Agriculture more authority to make an arrest than an agent of the FBI. a Secret Service agent. a drug enforcement agent. an Immigration and Naturalization Service agent. For example. the right to make an arrest without a warrant by a law enforcement officer is invariably restricted to felonies which are committed in his presence.
