Congress. in letters to President Brezhnev conveyed to the Soviet Government the desire of the American people for full compliance with the principles of the Helsinki declaration with respect to the free movement of people. the reunification of families. and the freedom to leave ones country. As American citizens we have a responsibility to insure that the basic rights of all people. both in this country* and abroad. are protected. It is my hope that the efforts of those Members participating in this years Congressional Vigil for Soviet Jewry will have some affect in relieving the unfortunate situations of those such as the Goldfand family. who have been refused exit visas.*
