The cruelty of the Soviet authorities had taken yet another toll. Mr. Speaker. I am proud to report that despite this inhuman abuse. Vladimir Raiz and his family have not given up. They insist on their right to emigrate. and they defy the Soviet authorities by persisting in their studies of Jewish culture. Israeli history and the Hebrew language. They will not accept defeat. because they know that to give up the quest for freedom and dignity is to surrender the essence of ones own humanity. It is incumbent on all of us in the Congress to speak out in favor of Vladimir and Carmella Raiz. and all the refuseniks who share their plightbecause it is incumbent on us to defend the cause of freedom wherever it is threatened.
