He is not a Communist party dignitary or a government official. He is a mechanical engineer. Being a Soviet Jew. Mr. Tsukerman applied to emigrate to Israel in December. 1977. His application was refused. but his wife and son were allowed to leave the Soviet Union. They live in Israel now and have been separated from their husband/father for several years. After Mr. Tsukermans first attempt to emigrate. the Soviet authorities let it be known that if he laid low. they would reconsider his application. For over 2 years. Vladimer Tsukerman complied with their wishes and refrained from any socalled antiSoviet activity.
