The Social Security Alien and Foreign Resident Limitations Act of 1981 would significantly limit the opportunities for abuse of the social security program by beneficiaries in foreign countries. Specifically. the legislation would do this: First. prohibit the payment of social security benefits to illegal aliens. Second. in cases of U.S. citizens who reside outside the United States. social security benefits would be extended only to those dependents existing at the time of the wage earners 57th birthday. Third. in cases of individuals who are not citizens or nationals of the United States. social security benefits would be limited to a single lump sum benefit. equal to the total amount of social security taxes imposed plus interest.
