Mr. President. the amendment that I have presented is designed to close a loophole that is being used by a substantial number of illegal aliens in the country to receive a payment from the Federal Government under the earned income tax credit provisons of our income tax law. A study has been made that would suggest that as much as $120 million a year is being paid from the Treasury to persons who are illegally in this country and are filing tax returns for the purpose of receiving the "refund." I put that in quotations because it is not a refund but it is a tax payment. a monetary payment. to the taxpayers of the country. The amendment would simply make this provision available to all American citizens and all legal residents who are in the country. and would just preclude those who are not in the country legally.
