In a spirit of unity and cooperation this plan was agreed to by the United Kingdom. the new Cypriot Government. the United Nations. and both Greece and Turkey. After an attempted coup in 1974 Turkish military forces invaded the island. In the last 7 years thousands of Cypriots. both Greek and Turkish have been turned into refugees in their own country. losing their homes. belongings and jobs. President Reagan has stated that his administration is committed to a free and independent Cyprus based on the United Nations Resolution 3212 of November 1974 which "calls upon all States to respect the sovereignty. independence. territorial integrity. and nonalinement of the Republic of Cyprus and to refrain from all acts and interventions directed against it. urges the speedy withdrawal of all foreign armed forces and foreign military presence and personnel from the Republic of Cyprus. and the cessation o: all foreign interference in its affairs. Mr. Speaker. the people of Cypr need. and in fact deserve peace and E chance to heal and rebuild theii nation. All foreign forces on thai island must be withdrawn. All refugee. should be allowed to return to theii homes. and the illegal provisional gov ernment in the north should be dis banded. As in all democracies. the ma. jority will must prevail. but thern must also be guaranteed rights for al minority groups. This issue must be settled. anc quickly. for the future wellbeing o the Republic of Cyprus. the stabilit3 of that important area of the world and for the good of NATO.*
