Mr. President. the Reagan administration will soon be sending to Congress its proposals to reform our immigration laws. This problem of immigration laws and the effects of such laws or the lack of such laws must be addressed soon. and the administration appears to be courageously confronting the issue. Many of the proposals will be controversial. I am particularly concerned about alleged administration plans for a guest worker program that may be too small to be effective and would include warmed over provisions from the previ.ous administration with respect to emrloyer sanctions and other considerations of that nature. According to an article that appeared in the New York Times on May 11. the administration is favorably disposed toward the concept of the guest worker program with Mexico. although the quota levels discussed are clearly too small and will be swamped by the illegal migration that will continue.
