Chairman. as I see it. there are three dimensions to this problem. One is the State law enforcement consideration. the other is the Federal consideration of Customs. Immigration. Treasury. the FBI. who already have a Federal presence and have a Federal responsibility. as my colleague. the gentleman from Michigan. has indicated. and now what we are introducing is the military. Now. it would seem to me that we might more ably approach the problem of drug fighting by building up the Federal resources. of which there are at least half a dozen Federal resources. of which there are at least half a dozen Federal agencies already committed to this job.
