Mr. President. I am submitting an amendment (No. 110) to the Justice Department Authorization Act . The purpose of the amendment is to provide additional funding for positions in the Immigration and Naturalization Service (INS). The amendment is an updated version of two amendments (No. 74 and No. 75) to the Justice Department authorization bill that I. and several of my colleagues introduced last month. Since the time that I submitted that amendment. the Senate has passed the omnibus reconciliation bill. As a result of our deliberations on that measure. there is no longer any need to make the offsetting cuts in other Justice Department accounts which we had previously proposed.
