Title I of ESEA is a program. unlike many others. with a proven track record of success. The purpose of the program. since its beginning in 1965. has been to provide Federal funds to schools serving high concentrations of children from lowincome families for special supplemental educational programs for children who are educationally disadvantaged. or functioning below grade level. A smaller portion of the funds is used for compensatory programs operated by the State agency for migrants. neglected and delinquent. and institutionalized handicapped children. Most of the funds are used for remedial reading and mathematics programs. The early years of title I were a disappointment because evaluations did not show improved achievement by the children who were the intended beneficiaries of the program.
