Mr. President. this amendment restores money for Indochina and CubanHaitian refugee assistance. While the State of Florida receives money for both these programs. my concern today has been primarily with the CubanHaitian program. since those funds were completely eliminated by the committee. based on the mistaken belief that the crisis is over. and that these funds would be a windfall to Florida and other States which host these entrants. Nothing could be further from the truth. In fairness to the committee members. I should note that the Labor and Human Resources Committee was faced with the difficult task of making onethird of the cuts required under the first concurrent budget resolution.
