Diminish the effectiveness of the citizen participation plan that makes citizens part of the local community development process. Sever the link between community development activities and housing assistance by removing any requirement that small cities submit a housing assistance plan and make progress toward implementing that plan as a condition of receiving block grant funds: Prohibit certain Federal housing assistance to communities with rent controls. Clarify the procedural and substantive rights of section 8 tenants in an eviction procedure. Bar illegal aliens from receiving Federal housing assistance. and Authorize various housing studies and reports. Mr. President. there are many provisions in this years housing bill that I support and would like to see enacted. however.
