I rise to join my colleagues in expressing my outrage to Soviet authorities over the gross injustice recently perpetrated against Dr. Viktor Brailovsky. As a cosponsor of House Concurrent Resolution 50 expressing congressional concern for Dr. Brailovsky. I would have hoped that the Soviets could have taken into consideration the international appeals being made on behalf of this noted scholar and allowed him to emigrate to Israel with his family. Instead. they have decided to pursue a course that places them in direct violation of the final act of the Conference on Security and Cooperation in Europe. the Universal Declaration of Human Rights. and the International Covenant on Civil and Political Rights. Once again.
