That is right. because. for instance. in my district and in east Texas the Legal Services have filed suit against. tried to enjoin the Immigration Service from deporting illegal aliens. for example. I know the gentleman is sincere. I would say to those others who are sincere about the need to provide the poor access to the courts. equal justice under the law. that this amendment. in my view. is an absolutely essential element in passing this bill at all or to keep it from being vetoed if it is passed. The Legal Services say 95 percent of their cases involve a nonclass action providing access to justice to poor people who cannot afford it. I would say to the gentleman let us go ahead and continue to provide that 95 percent with some legal services.
