Mr. Chairman. I move to strike the last word. Mr. Chairman. H.R. 3480 does not reform the Legal Services Corporation. It falls so short of this mark it is difficult to understand how such claims can be made by the LSC supporters. The antilobbying restrictions. and the restrictions placed on abortion. illegal aliens. and presumptive funding are clear examples of the inadequacy of the bill. There is an exception which allows lobbying activities. if such activity is directly related to client interest. These groups include organizations and "group clients." many of which are LSC recipients. It defies understanding why the Corporation has been given so much freedom to engage in federally subsidized lobbying activities on behalf of its often pro forma clients.
