Those who were the greatest threat to the Soviet regimethe educated and those in government or military servicewere the first to be arrested. Later. anyone remotely suspected by the Soviet authorities became victims of the repression. In 1941. over 100.000 of the Baltic people were displaced. By 1949. over 850.000 people had been deported to Siberia. a total which was equivalent to 10 percent of the population of the Baltic States. I applaud the efforts of the Joint Baltic American National Committee. representing millions of Estonians. Latvians. and Lithuanian Americans and concur with their statement: Today the Soviets continue to repress indigenous national. cultural and religious movements.
