These rights are guaranteed by the Universal Declaration of Human Rights. And most importantly. these rights. particularly the right to emigrate. is guaranteed under the Constitution of the Union of Soviet Socialist Republics. For nearly 10 years. Ida Nudel has longed for only one wishan exit visa so that she may leave the U.S.S.R. and live in Israel. Her sister. Elana Friedman anxiously awaits her arrival there.
