Speaker. the Brailovskys asked to leave for Israel some 9 years ago. Their answer has been unnecessary prosecution and a complete violation of their rights under the declaration of human rights and the Helsinki accords. Ironically. the Soviet constitution and laws also supposedly guarantee their rights. yet. tragically. they have been ignored. Mr. Speaker. as a testament to human rights we should pass this resolution. asking the Soviet authorities to release Viktor and Irina Brailovsky. together with their children. and allow them to emigrate. This is only simple justice. The other day we learned the fate of another dissident. the Estonian patriot Juri Kukk.
