One such situation has been the expenditure that was required. that was not anticipated. was not included in the Presidents submission of a budget earlier in the year. but for which we were required. in order to accommodate a situation after the fact. to appropriate a large sum of money. The total amount. as a matter of fact. was $734.4 million. That was to accommodate the influx of Cubans and Haitians. who came to this country in an illegal fashion. I call my colleagues attention to an article that appeared today in the New York Times. written by Edward T. Pound. that details the expenditures in dealing with that inflation of immigrants. We have spent. to date. $532 million. Mr.
