Mr. Speaker. I rise to call the attention of the U.S. House of Representatives to the plight of Dr. Viktor Brailovsky. a prominent Soviet scientist and leader of the Soviet Jewish emigration movement. On November 13 of the last year. Dr. Braiovsky was arrested and incarcerated in Moscows dreaded Ubtyrakaya Prison. a prison notorious for its role in the political purge of the 1930s and the postwar period. Since that time Viktors health has dangerously deteriorated. His wife. Dr. Irina Brailovsky. who is also a distinguished doctor of computer science. states that Viktor is not being provided with adequate medical care for treatment of a liver ailment.
