Dr. Brailovsky has been the victim of years of persecution. His crime has been writing on the true plight of Soviet Jewry and seeking to exercise his human right to emigrate from the Soviet Union. For this he has been subject to numerous jailings and his home has been violated on two occasions by the KGB. Most recently he was arrested and then released in April 1980 for his publication of a cultural journal. Jews February . 1981 CO in the U.S.S.R. Since April he has been kept under constant investigation. In November. he joined a group of over 200 other refusniks in a formal appeal to President Brezhnev requesting the free emigration of Soviet Jews in compliance with the requirements of the Helsinki Final Pact. It is an honor to join in cosponsoring Congressman IsHs resolution stating concern for Dr. Brailovskys health and urging the Soviet leadership to provide proper treatment. Dr. Brailovsky should also in accord with article 13. paragraph 2. of the Universal Declaration of Human Rights and the Conference on Security and Cooperation in Europe: Final ActHelsinki Final Actbe permitted to emigrate with his family and join his brother in Israel.*
