In 1979. 54.320 Jews were allowed to emigrate. but in 1980 that level fell to 21.470 persons. The Soviet Union has put its name to international accords guaranteeing freedom of thought. expression. conscience. association. and movement. the right to work and exchange ideas. to enjoy equal protection under the law. and freedom from arbitrary invasion of privacy. But the U.S.S.R. dishonors its commitments by systematically victimizing citizens who seek to exercise their rights. and we must continue to reveal to the world how the Soviet Union treats its citizens.
