Yes. I would agree that the intent of the bill is to provide an additional safeguard to the Immigration and Naturalization Service system and is not to create an unreasonable or unnecessary burden on the carriers. In this regard I would urge the Attorney General to carefully evaluate the new proposal from the Department of Transportation and then determine the degree to which the carriers system is required. For example. the new system may provide enough data to make carrier reporting necessary only in specific individual cases. I would also note that information which is 6 to 9 months old would be of little use to enforcement officers when the new Immigration and Naturalization Service/Department of Transportation plan can provide the same information on a monthly basis.@
