Mr. President. the Senates action today culminates over 15 years of discussions and work between our Federal. State. and local governments and those of the Mexican Government about the need for a second border crossing in the Chula Vista sector. San Diegans have sought a second border crossing located at OtayMesa in order to relieve the seriously crowded conditions at the present inspection station at San Ysidro. Calif. Construction of the OtayMesa station is a substantive matter affecting relations betwien the United States and our neighbor Mexico. The OtayMesa border station will be the main commercial inspection station for San Diego.
