I believe that the Department of Labor had misinterpreted congressional intent under that act. and I cosigned a letter urging Secretary Marshall to review the Departments policy and concentrate its resources on curbing abuses by unscrupulous crew leaders as Congress intended. Senators WILLIAms and JAvrs have now offered an amendment to the Chiles amendment. It is intended to eliminate unnecessary requirements while at the same time retaining the substantive protections embodied in the original FLCRA. I certainly desire to retain the substantive protections provded for migrant workers. Howv.ver. there are several points that cause me concern about this amendment. This WilliamsJavits amendment would require all agricultural employers to maintain a level of insurance on all vehicle equivalent to that required by the ICC for interstate buses and other vehicles.
