Mr. President. the issues raised by this amendment have been debated before this body in the past. and I am confident that they will be the subject of further discussion when the Senate reconvenes next session. The issue is an emotional one. and rightly so. as the rights and protection of migrant workers are of the highest priority. The language embodied in section 166. inserted by Senator CHILES when this resolution was considered by the Appropriations Committee. is drawn from S. 2875. which I and approximately 50 other Senators have cosponsored. My support was based on the belief that the implementation of the Farm Labor Contractor Act has been anything but successful.
