The provision before us would pro. vide a loophole whereby a "classic farm contractor can become a regulai employee of the company and be exempi from the law. Mr. President. I do not believe thai we should. in the last hours of thiE session of the Congress. be enacting such farreaching legislation. I see no compelling reason to arbitrarily turn back the clock for thousands of migrant workers in this country. I believe that the substitute amendment offered by Senators WILLIAMS and JAvrs will get at the real problems of FLCRA. but without sacrificing our ability to respond effectively to real and compelling human problems. I urge the Senate to adopt this moderate and responsible compromise.*
