The provision before us today goes far beyond what I believe to be a reasonable solutionand it threatens those essential minimum protections. Eliminating paperwork is one thing. but this provision throws out the baby with the bath water. It guts the entire act. Mr. President. the Congress enacted FLCRA for one purposeto give minimum protection to the thousands of migrant and seasonal agricultural workers who have been preyed upon and exploited by unscrupulous labor contractors. The hearing record compiled during consideration of the act clearly shows that without adequate protection. these workers can be and have been abused. forced to work without pay. and at times. forced into a form of indentured servitude.
