I also wish to commend the gentleman for what I consider to be an act of statesmanship on his part in pulling back from his amendment. I think it is a matter of practicality that would dictate we not interfere with the census at this point. I would suggest to the members of the Committee on Appropriations and the appropriate authorizing committees that one answer would be to substantially beef up the personnel of the Immigration and Naturalization Service. They are absolutely swamped. We have a waiting list in Chicago. for example. of 15 months before someone could be processed for citizenship when they already have met all of the conditions.
