Mr. President. in his series "Southwind." Mr. Richard Louv of the San Diego Union has focused on the working conditions of the undocumented and their movement toward unionization in order to promote better working conditions. Mr. Louvs articles. of which this is the seventh that I have inserted in the RECORD. point out that Mexican migrant workers come to this country for a combination of reasons. that most only stay here temporarily and then return home with only a relatively few remaining permanently. Statistical evidence gathered by recent research indicates that these workers stimulate our economy. Other studies also show that in increasing numbers these undocumented workers are turning to unionization on both sides of the border as a way of protecting themselves from exploitation. Mr. President. this and the other articles I have mentioned demonstrate why S. 1427. the United StatesMexico Good Neighbor At. which creates a temporary worker program with Mexico. is a muchneeded piece of legislation and one which I hope there will be action on in the near future when the Select Commission on Immigration makes its recommendations next spring. Mr. President.
