Mr. Speaker. S. 3180 repeals section 501(c) (5) of H.R. 7859. the Refugee Education Assistance Act of 1980: The reason that S. 3180 is necessary is that H.R. 7859 inadvertently reappropriated some funds which had been appropriated earlier this year for the operation of the Federal Emergency Management Administration. and the Committee on Appropriations has objected to that action. Therefore. this bill was introduced yesterday and passed by the Senate. I am not aware of any objection to this bill in the House. and I urge its immediate adoption. Mr. Speaker. I would like to take this opportunity to commend Congressmen STACK.
