America will be better off. If they can contribute something positive to our Nation. their coming here will have been a blessing instead of a disadvantage to our country. Moreover. this bill. carrying such excellent meaning from this House. is the means by which is made possible the enjoyment of the appropriation of $100 million previously provided for by this House. but dependent by the language of the appropriation bill itself. upon authorization. and since the other bill authorizing such appropriation has not cleared the Congress and become law. this is the hope and this is the means by which that appropriation made by the Congress can become available to reimburse the States and the local governmental units and the civic and charitable organizations for their contribu tions in processing and providing fo the Cuban and Haitian refugees wh have come into our country in the las few months. So I am glad to support this measur and commend all those who have a par in it.
