Section 214 would prohibit HUD from making available housing assistance for the benefit of nonimmigrant studentaliens. This amendment is designed to reserve scarce housing assistance resources for the most needy individuals. Nonimmigrant studentaliens have no present intention of becoming U.S. citizens. and sign an affidavit with the Immigration and Naturalization Service that they will be selfsupporting while here. Since the number of persons eligible for HUDs housing assistance programs far exceeds the number of assisted units. it is approoriate to exclude from participation in these programs those who spend only a limited time in this country and who have agreed to support
