Mr. President. the San Diego Union has printed a series entitled "Southwind" on the subject of Mexican migration. In the second article "The Pilgrims of San Jeronimo." Richard Louv has analyzed one small village which has contributed to the migratory flow of undocumented workers. The median age of the village. which is located in Oaxaca province. is 15. The land cannot sustain the people. Over the generations migration has been the only way to survive. sometimes to Mexico City. sometimes they go north. The article demonstrates that the flow will stop only when satisfactory jobs exist in these migrant home areas. In the meantime. the United States must have a temporary worker program similar to that proposed in S. 1427the United StatesMexico Good Neighbor Act. Both the United States and Mexico need such a program. as this article shows quite clearly. for stability while economic development in Mexico proceeds.
