I congratulate the Senator from North Carolina on his action and I renew my commitment. It is unfortunate that there has been in the past so much misinformation on the issue he has raised and other related issues. Fortunately. at this time. the Select Commission on Immigration and Naturalization has conducted a nationwide set of very useful hearings. though I am not absolutely sure that the conclusion they are going to come to really reflects the facts in those hearings. if the newspaper accounts are accurate. I also think it is important to note the increased interest just in the last year. maybe stimulated by the action of the Government but probably stimulated by the realization that our relationships particularly with Latin America. the source of so many of the illegal aliens who are in our country. are dependent oz us coming up with a coherent policy. There have been numerous fine research efforts by academic persons as well as by reporters of great common sense. I am at the present time introducing into the RECORD a series of articles that appeared in the San Diego Union about the broad problem of dealing with the Mexican migrant labor force. I commend those articles to my colleague. the Senator from North Carolina. He is obviously showing great leadership in this area and I will enjoy working with him further.
