I want to say that I share my colleagues concern regarding the Department of Labors interpretation and enforcement of the Farm Labor Contractor Registration Act. The Departments actions requiring farmers. ranchers. and other agricultural employers to register as farm labor contractors or face civil and criminal penalties are completely contrary to congressional intent. There has been a storm of protest from the entire agricultural community and with good reason. Representatives of migrant farmworkers have also criticized the Department. Their concern. which I also share. is that the Department of Labor is not concentrating its full resources on cracking down on those independent farm labor contractors. or crew leaders. who continue to exploit migrant farmworkers.
