Mr. Speaker. on July 2. I posed this question in writing to Attorney General Civiletti. pointing out that we did not want a repeat happening at Fort McCoy of what happened at Fort Chaffee where the military were powerless to arrest or detain Cuban civilians and local law enforcement officers were powerless to arrest and detain illegal aliens who did not commit a violation of the State or local law. I received no response to that letter. not even acknowledgment of its receipt. I sent a followup letter later during the month of July. and that still has not been responded to.
